The project was originally initiated by Mr. A K Antony's Government in 2004. Later  Mr.Oommen Chandy the Chief minister,  invited the Dubai Internet City officials for a feasibility study and his ministry signed the Memorandum of Understanding (MoU)  in  2005. Due to the protest from opposition parties, Oommen Chandy government could not proceed with the project. In the next assembly election  Mr.V. S. Achuthanandan  became the chief minister.
He invited the Dubai Internet City team for another round of discussions and altered the earlier MoU signed by the Oommen Chandy government. On 13 May 2007,  Then for the next four years, the project was in a standstill mode due to some unresolved differences of opinion. These issues were resolved on February 2, 2011, in a meeting between Chief Minister V. S. Achuthanandan and Ahamed Humaid Al Tayer, member of the Supreme Committee for Dubai World Group and Dubai Holding Group, UAE. This settlement was arrived as a result of the mediation by the Vice Chairman of Norka-Roots and a renowned businessman from the state, Mr M. A. Yousuf Ali.
On 2 February 2011, an agreement was made between the Kerala State Government and
TECOM Investments. which was made possible by the strong negotiation by Mr. M. A. Yusuf
Ali, who is an influential businessman in United Arab Emirates.
